Origins & Purpose: What is Shalarth? Launched in November 2012 by the Government of Maharashtra, Shalarth is an online portal designed to manage employee records and process payroll for personnel working in government and government-aided schools across the state—primarily teachers, non-teaching staff, and administrative officials. The central aims were to: Make payroll management transparent and centralized Eliminate cumbersome paper-based systems Ensure accurate, timely e‑salary disbursements Automate HR functions such as appointments, promotions, transfers, and retirements Each employee is assigned a unique Shalarth ID at the time of hiring. Their personal data, eligibility status, and service history are then entered into the system. This data drives salary calculations, leave processing, promotions, and more. Initially managed by the state Education Department, the authority to generate Shalarth IDs was gradually delegated to deputy directors of education at the divisional level around 2019 . When integrated with the state’s IFMS (Integrated Financial Management System), it brought real‑time banking tie‑ins, GPF/EPF reporting, taxation, and financial controls—demonstrating a substantial digital leap for Maharashtra’s school administration.

How It Works: Process & Users

Key user roles include:

• School admins: Register, and input new staff data on the portal

• Deputy directors of education: Approve recruitments and generate IDs

• Pay department officials: Approve payroll reports and release funds

• Teachers and staff: Access tax certificates, salary slips, service records, and leave info

The workflow follows this sequence:

1. School registration → deputy director approval

2. Teacher data entry (qualifications, DOB, appointment date, etc.)

3. Shalarth ID generation, triggering authorization for salary processing

4. Monthly payroll processing, generating e‑payslips and linking to bank accounts

5. Auditing & monitoring based on salary disbursements, arrears, and transfers

This approach aimed to drastically reduce inefficiencies and leakages inherent in the manual payroll system.

Current Status & Future Path

• Despite the scandal, the Shalarth portal continues to operate, handling monthly payroll and record management statewide.

• Investigations are ongoing, with further arrests and charges anticipated.

• The SIT is reviewing administrative and criminal liability across institutions, teachers, and officials 

• Reforms under discussion include tightening credential checks, enhancing transparency, and linking IDs to biometric systems.
